ITANAGAR, Apr 14: Governor of Arunachal Pradesh Lt. He expressed hope that the celebration will continue to strengthen love and oneness in the society.

Legal service helpline launched

ITANAGAR, Apr 14: Arunachal Pradesh State Legal Services Authority (APSLSA) Member Secretary, Budi Habung has formally launched the National Legal Services Authority (NALSA)'s free legal service helpline (15100) and APSLSA helpline (no. 0360-2284835) in the state in the presence of Jaweplu Chai, Additional District and Sessions Judge, Basar, Kento Jini, Advocate and Secretary, High Court Bar Association, Dani Belo, OSD APSLSA at Yupia today.

While launching the helpline, Habung said that anyone can simply dial tany one of the two toll free numbers to seek legal advice between 10 am to 3 pm on all working days.

 

DC reviews Mission Indradhanush in East Kameng

SEPPA, Apr 14: East Kameng Deputy Commissioner has requested the district health officers to chalk out plans to ensure that no children of 0-2 years age bracket are left without immunization.

Taking serious note of no or less participation in the recently launched "Mission Indradhanush" for vaccination of partially and unvaccinated child against seven vaccine preventable diseases in the district, the DC suggested the District Medical Officer and DRCHO for micro planning at Sub-Centre, PHC and CHC level.

As first stage, all the data for the 0-2 years of children at Sub-Centre level will be identified by the ASHA/AWWs and will be submitted to the concerned Medical Officer by 21st April, 2015.

The ANMs and GNMs will carry out the immunization activities at their respective sub-centre from the second week of every month for a week (7 to 13) for next four months while Medical Officers will compile the data at their level and submit it to the DRCHO, the meeting resolved.

The vaccination programme will be monitored by the concern MO in-charge.

Aapsa pledges for quality education

ITANAGAR, Apr 14: All Arunachal Private Schools' Association (AAPSA) pledged to carry forward its "Mission to Educate" motto and provide qualitative education in the state.

Addressing the 14th General Conference of AAPSA at Don Bosco Youth Centre here today, out-going president Jenny Riba called upon the members to be united and work together with initiatives that are innovative and beneficial for all stakeholders of education.  

It was resolved in the meeting to share information about fee defaulters among AAPSA member schools to discourage the practice of students migrating from one school to another without clearing dues and without authentic documents.

AAPSA also called upon all private schools to cooperate to bring about qualitative changes in the field of education in the State.  

Nabam Vivek, Jose Lobo, Levi Katy and Fr. C.D. Mathai highlighted various aspects of education and the necessity to take AAPSA forward together for the benefit of all.  

Educational Initiatives, a Hyderabad based company made a brief presentation on teacher and student assessment and introduced a tool for the same to the members.

 

College teachers boycott exams

SEPPA, Apr 14: Arunachal Pradesh College Teacher Association (APCTA), Seppa unit today sat on a daylong protest along with rest of colleges across the state to protest against the repeated assault on faculty members during examination.

APCTA, Seppa unit has condemned the act in strongest term and protested by boycotting Rajiv Gandhi University (RGU) examination which was due on the day and demanded exemplary punishment to the culprit involved in the incident.  DIPRO

Meanwhile, All Papum Pare District Students Union (APPDSU) extended its solidarity with Dr. KK Rai of DNGCI and Dr. Punia Tao of JNC, who were assaulted by their own students.

Further, APPDSU urged the Arunachal Pradesh College Teacher Association (APCTA) to review its decision to boycott university examination as continuation of the boycott decision will affect the future of thousands of students. APPDSU also urged the college authority to take disciplinary action against those students, who have committed such a condemnable act.

Further, APPDSU appealed the students community of the state to refrain from committing such inhumane act towards teachers.

"Please respect your teachers and build your future", APPDSU said in its release.

 

BJP EK unit observed foundation day

ITANAGAR, Apr 14: East Kameng District Unit Bharatiya Janata Party (BJP) observed the 35th Foundation Day of Bharatiya Janata Party recently in a befitting manner. The party workers across the district attended the programme. During the occasion, the district unit BJP President LK Yangfo also inaugurated the newly constructed party office at Seppa. Addressing the gathering, Yangfo appealed to the party workers and public to cooperate with the government staffs in the district in the developmental front.

 

Youth urged to utilize their energies in constructive purposes

AALO, Apr 14: Mopin Festival was celebrated with traditional fervour and gaiety at Keak and Yakitato village from April 13.

T. Jeram, Sub-divisional Officer Telecom (SDOT), who attended the celebration, said, "festivals have always been an integral part of tribal people and a special occasion to rejoice and exhibit ones' own culture and tradition providing a platform to build mutual trust and understanding".

Responding to a letter submitted jointly by the villagers on non availability of BSNL connectivity, the SDOT assured to look into the matter on priority and asked the villagers to donate a plot of suitable land for establishment of a tower.

Marconi Potom, Deputy Director, UD and Housing appreciated the efforts of the villagers to celebrate the festival in such a grand manner. He exhorted the youths to utilize their energies in constructive purposes.

Gijum Tali, DIPRO urged the youth to understand the essence associated with the festival.

Tree plantation drive at DIET campus

ITANAGAR, Apr 14: The Mon Socio Economic Development Organization (MON-SEDO) in collaboration with DIET, Dirang organized a plantation drive at District Institute of Education and Training, Dirang on April 11.

The plantation drive was conducted with the concept on adoption basis. Under the concept every student has been given the responsibility for the maintenance of each planted tree. Based on the maintenance the students will be awarded grades in their exam. This is an innovative idea of Principal DIET, Dirang to ensure the proper care of sapling during its growth.

The programme was attended by Phurpa Tsering, Parliamentary Secretary (HP) as chief guest. While interacting with students during his visit, the local MLA assured the students to look into their grievances after consulting with the concerned authority.

AdiSU dharna against AFSPA

ITANAGAR, Apr 14: In protest against the Centre's pronouncement to extend Armed Force Special Power Act (AFSPA) in 12 districts of Arunachal Pradesh bordering to Assam, Adi Students' Union proposed to stage a dharna on April 16th, 2015 at Pasighat Airfield.

"It is a protest against the unnecessary imposition of draconian law to the peaceful districts of the state" read a release.

 

LDSU demands proper maintenance of Longding-Kanubari road

ITANAGAR, Apr 14: The Longding District Students' Union (LDSU) has requested the authorities concerned for proper maintenance of the Longding-Kanubari road at the earliest.

The Longding-Kanubri road, which is the lifeline of the people of the district, remains in a pathetic condition due to poor quality of works, the Union said.

The LDSU claimed that during the last financial year Rs. 2 crores were sanctioned against the road under TFC fund and earlier Rs. 32 Crores were sanctioned under RIDF against the same road but the fund meant for the road has gone in vain.

 

Campaign on biodiversity conservation

ANINI, Apr 14: A day-long awareness campaign on conservation of biodiversity and prevention of forest fire in Dibang Valley district was organized by the Department of Environment and Forest in coordination with Panchayat leaders at Mipi on April 12.

A plantation programme was also arranged at Mathu Valley, Anini wherein over 2000 saplings were planted in around 2 hectares of degraded forest land with the active participation of the villagers of the valley.

Public from nine villages of the Mipi circle, namely Emoli, Brango, Mipido, Ingoli, Biyanli, Induli, Maroli, Elornbro and Idilia participated actively in the programme.  

Both the programmes were organized under the guidance of Anini DFO (Social Forestry) Mori Riba. DIPRO

 

AASSATA demands early regularisation

ITANAGAR, Apr 14: The All Arunachal Sarva Shiksha Abhiyan Teachers' Association (CEC, AASSATA) yesterday called upon the  Education Minister to clear the pending file for the appointment (regularization) in the 24 sanctioned posts of assistant teachers which  have been  kept in panelist list for a long time.

In a representation to the Education Minister, the AASSATA said the DPC Board had recommended 100 posts of SSA AT following the meeting of the Govt (vide No FED/Minutes/06/2011-12, Dated 6th February 2013. Out of the 100 sanctioned posts, appointments were made only in 76 posts and 24 posts were still kept in panel list. Claiming availability of vacant posts, it urged the education minister for clearing the file immediately for appointment in the remaining 24 sanctioned AT posts.

 

DRDA employees threatens pen down strike

ITANAGAR, Apr 14: Taking serious note of the state government's alleged non-responsive attitude in redressing its various grievances and demands despite repeated pleas, the Dibang Valley unit of All India DRDA Staffs Welfare Association (AIDSWA) has threatened to launch democratic movement in the form of pen and tool down strike.

The AIDSWA unit gave the state government 15 days with April 13 being the first day to fulfill its demands.

If our demand is ignored, we will be left with no other option but to launch pen and tools down strike, said the AIDSWA unit in its memorandum to the Chief Minister.

The association has been demanding for immediate release of seven months salaries and other allowances of DRDA employees of Anini as admissible to other government employees, immediate action plan for absorption of DRDA employees in line department, adoption of a policy to stop further appointment until the pending demands were met.

 

Personality development camp for girls

DAPORIJO, Apr 14: A personality development camp was conducted for the girls between the age group of 12-20 years by Arunachal Vikash Parishad at Chikompate Mission School Daporijo. Altogether 120 youth participated in the programme.

While attending the programme as Talum Babla, ASM Chairperson of Gepen-XII urged the girls to come forward and be equally responsible for serving the society. Girls are not less than boys in every aspect, he said.

The State Organising Secretary Arunachal Vikas Parishad Sandeep Kavishwar while highlighting the aim and objective of the programme encouraged the participant to serve the society.

Dr Gamik Hangkar D.R.C.H.O & DMO Incharge, Daporijo, Yade Nasi and Gyati Yakang KVK Home Science Scientists attended the programme as resource person.

 

Training programme for the border youths

Itanagar, Apr 14: Director, Department of Skill Development and Employment Generation, in his visit to DBYC Itanagar here today interacted with the 44 strong Basic Computer Trainees presently attending a three-week Government sponsored Border Area Development Programme (BADP).  

The skill development programme open only to youth from boarder areas included short-term trainings in Basic Computer, Bee Keeping, Embroidery, House Wiring, Knitting,  Beauty Culture, Carpet, Pickle, Broom, Envelope, Weaving and Plumbing.

"I would like to assure the young people, that the Government is here to empower you and to take you forward in the path of development", said Tabin.

He said that this was the first of the special programmes initiated specifically for the youth of boarder areas and that he is committed to make it a success with the collaboration of all training providers.  

He also spoke of the unique role that computers play in all fields of life and employment and the necessity of acquiring basic knowledge of the use of computer.

Army personnel accused of molesting women in Taraso, angry villagers file FIR

ITANAGAR, Apr 14: As the state   grapple’s with the issue of imposition of AFSPA that gives the army a free hand to kill and terrorise millitants and civillians alike,12 Indian Army personnel are accused of molesting three Arunachalee women in Jullang village of Lower Taraso in Papum Pare on April 6.

The unidentified Jawans of the Indian Army reportedly came to the village twice; once in the evening and at midnight.  

Techi K, a widow said that some Army personnel had come in the evening to her house. "They wanted to know how many people were in the house. They asked me where my husband was and whether I have any grown up male member in the house".

Soon, they left but only to come back at midnight.

"They barged into my bedroom. They did not say anything to me but ripped apart the mosquito net and started touching my face and other parts of the body. They misbehaved with me" says the shocked woman.

They left the house, only to land at Techi Y's house.

"The Army came at 12 AM to my house and assaulted me".  

"What kind of law is that allows Army to enter our houses at midnight without our permission" she asks as she struggles to share what happened with her.

"This vulgar and atrocious act has totally shocked my wife and a deep sense of insecurity and fear has spread in the village and Taraso circle" says her husband in the FIR.

In yet another house, Army entered the bedroom of a married couple.

"We were sleeping when Army entered our room and started to misbehave with my wife. When I protested, they dragged me out of the house. There were 12 of them. They left our compound laughing", says a man, too shocked to comprehend the situation.

The villagers stunned at the audacity of the Army are questioning the legality of such unwarranted action.

A local former PR leader said that such kind of harassment will not be tolerated as he sought the help of the authority to identify the culprits.

"Instead of harassing the people here, they should go where there are militants", says a man. An FIR has been lodged against the Army/Paramilitary by the villagers at Balijan Police Station accusing Indian Army of public atrocity, outraging the modesty of women and trespassing.

OC Balijan Hano Chatung said that case has been registered and detailed enquiry will be conducted on Wednesday.

The Local Police have not been able to identify the Unit of the Indian Army who entered the village.  

The Army and Paramilitary forces often ventures into Tarosso area as they continue their offensive against NDFB (S). But this time the villagers are in a state of shock and want to know what led to the appalling behaviour.

The village, with 12 houses is adjacent to the Secondary School, Taraso and within the 500 metres radius of Police Outpost.

An official said that there were times when Army or the paramilitary would let the local police and administration know of their movement. But since the news of extension of AFSPA in the state, there have been no communication about the movement of the Indian Army in the area, according to an insider.

They come and go as they wish, said a source.

State govt charges Centre of not sharing intelligence report

ITANAGAR, Apr 14: The Home Minister has claimed that no intelligence information was shared with the state Home Department in connection with recent attack on Army at Khonsa in Tirap District of Arunachal Pradesh leading to loss of three jawans as claimed by MoS, Home, Kiren Rijiju.

State Home Minister Tanga Byaling clarified that he had sought detailed reports on the matter from the security agencies and district administrations from across the state but could not ascertain presence of any sanctuary of extremist as claimed.

Meanwhile Byaling has denied the statement of MoS, Home of having telephonic conversation in regards to extension of AFSPA in all districts bordering with Assam.

The State Government had been always coordinating with the Union Government on internal security as it believes that internal security is collective responsibility of both State and the Centre Governments, the statement added.

Meanwhile, the State Cabinet decided to request Government of India to review and reconsider MHA's notification issued on March 27th 2015 where the Armed Forces Special Powers' Act (AFSPA) was extended to all the districts of Arunachal Pradesh bordering with Assam.

While taking into consideration that Arunachal Pradesh has been the most peaceful state in the North East Region with no history of home grown insurgency, extension of AFSPA to border districts of the State in entirety is not justified at this stage, a statement read.

Meeting which was chaired by Chief Minister Nabam Tuki also resolved to plead the Centre to maintain status-quo-ante as an alternative by revoking the notification and reinstate the previous stand of extension to a 20 km wide belt in districts bordering Assam in addition to Tirap, Changlang and Longding districts.

 

 

A horror named AFSPA

It appears that it was not only the common people who were shocked with centre's sudden decision to impose the dreaded Armed Forces (Special Powers) Act to 12 districts bordering Assam. The centre managed to shock the Chief Minister of the Congress-ruled state as well who seems to have had no idea what the Home Ministry was up to.

Clearly upset Nabam Tuki in a meeting with Union Home Minister termed the centre's decision unilateral and called for review of the dubious move. The decision obviously was not taken in consultation with Arunachal and media houses got the copy of the notification faster than the oblivious government.  

While, the centre and state shift blame on the lack of security measures in the state in the wake of alleged penetration of militants in the border areas, the fact that the Minister of State for Home affairs is from Arunachal is not lost on anyone.

Meanwhile, according to the Home Ministry notification, the reason that led to imposition of the dreaded law is presence of Nationalist Democratic Front of Bodoland (NDFB (S), three factions of NSCN, ULFA, Kamtapur Liberation Organisation and rise of left-wing extremism along the Assam-Arunachal border.

The Act already applies to Tirap, Longding, Changlang and areas falling within 20-kilometre radius in Arunachal Pradesh bordering Assam.

NSCN, ULFA, NDFB have been active for a long time and have used the soil of Arunachal.

The three factions of NSCN have made Tirap, Longding, Changlang as their area of operation and runs a parallel government. It is for everyone to see how successful the Army have been in dealing with the terror groups in these three districts. While the Army and the factions of NSCN play hide and seek, it's the common people who are caught in the middle.

When the centre rejected the Jeevan Reddy Commission Report which had recommended repeal of AFSPA in the North-East, no one anticipated that it would be in such a hurry to impose it on Arunachal, dubbed one of the most peaceful states in the country.

Now, even as the Home Ministry says that it will review the decision, the centre has left the state government with no option but to listen to what it dictates. The weakness of the state government is palpable. The centre knows very well that Arunachal do not have the resources or the power to deal with security issue as huge as this.  

Arunachal already is one of the most heavily militarised zones in India but the people of the state have always been receptive to the presence of the Indian Army so the centre's decision to put the state under the cover of AFSPA is not only baffling but disrespectful as well. How does one begin to explain why a law that legalises the blood in the hands of the Indian Army is imposed in the state?

 

 

Buddhism symbol of peace: Tuki at Sangken

ITANAGAR, Apr 14: Sangken festival of Khampti community begun with religious fervour today.

Sangken is being celebrated as the traditional New Year's Day from 13 to 15 April by the Theravada Buddhist Community such as Khampti, Singpho, Tikhak Tangsa living in Arunachal and other parts of the world. Hundreds of members of the community thronged at Theravada Buddhist Temple at Vivek Vihar this evening to take part in the ceremonial bathing of images of Lord Buddha.

Greeting the Theravada Buddhist Community, Chief Minister Nabam Tuki stated that Buddhism is symbol of peace and harmony. Outlining religious values and communal harmony, Chief Minister urged the people of the state to participate in the festival irrespective of tribe and religion. "Sangken festival should be celebrated by every community, so that communal harmony will widen" said Tuki. The CM also participated in Saun Fra (pouring of scented water on idols of Lord Buddha) ceremony.

The monks of the temple offered prayers for peace and harmony and wellbeing of the human kind. The festival revelers splashed water on each other and greeted for happy and prosperous New Year as part of festival. Clean water is considered to be a symbol of purity marking Sangken.

 

 

Anshu all set for ‘Everest Again Expedition 2015’

Kathmandu/Itanagar, Apr 14:  The final leg of Anshu Jamsenpa's 'Everest Again Expedition 2015' was flagged off today by Indian Ambassador Ranjit Rae from India House, Kathmandu. Indian Embassy will extend all possible help and also keep track of her progress on a daily basis, he said.

Rae expressed his confidence about Anshu completing the double ascent of Mount Everest successfully and making India proud.

Suresh Prabhu vets Parrikar’s announcement on building railway station in Arunachal

GUWAHATI, Apr 14: Union Railway minister, Suresh Prabhu on Monday vetted the announcement of the Union Defence minister Manohar Parrikar that India will soon set up a railway station in Arunachal Pradesh near the India-China border.

Recently Union Defence minister Manohar Parrikar reportedly said that Indian Railways will soon set up a station in Arunachal Pradesh near the India-China border. "A draft of the MoU (Memorandum of Understanding) is ready and will be signed soon,"

Prabhu who was in Guwahati said, "When minister defence says something, he says with all the responsibility. We will elaborate it at the right time," Prabhu told media persons on the sidelines of a railway function in IIT Guwahati.

Prabhu said that India needs to take to new strategy for railways. Railways played big role in the development of China's economy. "The per capita income of China country is now five times than that of India, and this is due to railways. We have to come out of the 'chalta hai' mindset. There is need to have re-look at talents of railways and this will have positive developments on our economy."

He added that Railways will have to play crucial role in country's development. The railway minister said all the state capital of Northeast India will be linked with railway line in next five years. " As many as 11 railway projects have been declared National Projects.  In 2014-15 around Rs 5200 crore was provided for network expansion in Northeast. In 2015-16 outlay of over Rs 5300 crore has been provided for this purpose."

Prabhu met Chief Minister Tarun Gogoi. Gogoi requested Railway Minister Prabhu to increase the speed of long distance trains fromAssam and to improve the facilities in these trains.

Gogoi urged Prabhu to expedite the construction of the Bogibeel bridge and for a parallel rail bridge near the existing Saraighat rail bridge owing to increase in the volume of goods traffic.

 

 

Vodafone initiates ‘Know Your Customer’ with retailers in Arunachal Pradesh

ITANAGAR, Apr 14: Vodafone India has started 'Know Your Customer' for its retailers at Daparijo in Upper Suhansiri and Aalo in West Siang District of Arunachal Pradesh. This first-of-its-kind initiative is aimed at educating the retailers on the need to follow the right documentation process and its crucial role in curbing SIM card frauds. Senior officials from the law enforcing agencies, Vodafone distributors and retailers attended the events held at both the locations. Vodafone has recently launched its network in the region. It is an attempt to contain the persistent menace of fake SIM cards and connections.

Attending the launching programme function at Daporijo, Upper Subansiri Deputy Commissioner Komkar Dulom, highlighted the responsibilities of retailers toward ensuring SIM card issuance remains a valid and fraud free process. SP Upper Subansiri Taru Gusar in his address stressed on the importance of establishing the valid identity of subscribers through proper documentation, before selling SIM card/connections. Similar functions were also held at Aalo in West Siang.

In a message, Arvind Vohra, Operations Director- East, Vodafone India said, "Vodafone India is a responsible telecom service provider and is vigilant in practicing mandatory guidelines that safeguard the interests and security of our subscribers.

 

 

NE protest march against Army brutality in Karbi Anglong

ITANAGAR, Apr 14: Large number of students, teachers and working people from different communities of North East took out a candle march Delhi today in solidarity with three women raped by army personnel in Karbi Anglong district of Assam.

The candle march resounded with the slogans of 'Repeal AFSPA', 'Arrest the rapists'.

It is to be noted that AFSPA (Armed Forces Special Powers Act) is imposed in Karbi Anglong district of Assam under which Army officers have legal immunity for their actions.

Hem Chandra Brahma, member of NEFIS said during the meeting, "This is not the first case of brutality. People across the communities from the North east have to unite against the draconian law of AFSPA".  

Maya John, noted women rights activist also joined the public meeting in solidarity with the issue raised by NEFIS.

"Even in Justice Verma Committee report there is an emerging concern that AFSPA leads to condition where democratic rights can be violated with impunity. Armed personnel have been using this impunity to sexually assault women". Chinglen Khumukcham, convener of NEFIS also raised the issue of AFSPA being extended to Arunachal Pradesh. He added that NEFIS will be raising this issue at national level.

 

 

 

 

CLMC to monitor CSR schemes

ITANAGAR, Apr 14: The  Corporate Social Responsibility (CSR) schemes will be screened and recommended by the Circle Level Monitoring Committee (CLMC) headed by Dollungmukh Circle Officer. After quality implementation of the schemes assets created will be handed over to a committee for proper maintenance. All other schemes submitted so far shall be reviewed by the CLMC. These decisions were taken in a coordination meeting of  All Dollungmukh Area Students Union (ADASU), NHPC SLHEP officials and the local administration held Kolaptukar on April 13 last. The meeting was necessitated in view of the bandh call proposed by the Union which was supposed to be observed on April 14.

While responding to the demands of the Union, the meeting further decided for construction of cement concrete dustbins and the CO would finalise the beneficiaries and sites for the dustbins. Solar street light and solar lamps will be distributed to non-electrified villages except Paro which has been covered by L&T Co Ltd within the financial year 2015-16, the meeting resolved.

The meeting also resolved that status report of the link road and water supply in Kolaptukar should be submitted to the CO office.

Earlier, addressing the meeting, CE (Civil), SLHEP, NHPC, RK Choudhary while highlighting the activities of the NHPC under CSR, informed the house that it has been facing financial constraint after the Central Govt had fixed the responsibility for implementation of the Swachh Vidyalaya Abhiyan (SVA) under CSR-SD. However, Choudhary hoped that the fund would be available for implementation of other schemes after completion of the SVA within August/September next.

ZPM Bei Tassap has urged the NHPC to provide solar street lights and lamps to non-electrified villages till completion of RGGVKY scheme.  Dollungmukh CO L Ete emphasised on streamlining the CSR schemes.

The demands of the ADASU included immediate shifting of Executive Director and General Manager, NHPC Office and other Office at Kolaptukar, Dollungmukh from Gerukamukh Assam, immediate providing of water supply and electricity to nine villages under Dollungmukh area, immediate construction of boundary wall at Government Secondary School, Dollungmukh and construction of teachers' quarter of Government Middle School, Sipu, immediate review of construction of link road from Kolaptukar to CO Office Paro and immediate construction of 20 numbers of cement concrete dustbins. Among others, Tem Perme, DM (E), NHPC, Tomi Basar, DM (E), HNPC were present in the meeting.

 

 

Speaker stress for maintaining cleanliness at Jote Picnic spot

ITANAGAR, Apr 14: The Arunachal Pradesh Legislative Assembly Speaker, Nabam Rebia and Parliamentary Secretary for Tourism, Mama Natung today made an unannounced visit to Jote Picnic spot.

The picnic spot comes under the Tourism Department and is leased out. The spot comes under Sangdoputung circle of Papum Pare district and is 24 kms from Itanagar. After a thorough inspection, Rebia who is also the local MLA expressed displeasure over the polluted atmosphere at the Pinic Spot. It is said that there is no water supply available at the spot. Rebia stated that the spot is not fit for Picnicking under such condition.  He stressed for maintaining a hygienic and clean surrounding. Parliamentary Secretary Mama Natung instructed the caretaker for arranging plantation around the spot and directed the lessee to give priority to the cleanliness and hygiene of the surrounding by using eco-friendly materials.

Later both the Speaker and Parliamentary Secretary visited Kanubung Village wherein ZPM Gollo Takam submitted a memorandum demanding a tourist lodge at Popum Poma. The PRI leaders and government officials also accompanied both during the visit.

Find long term solution

In recent months in many parts of state, the police and district administration has been facing tough resistance from locals while carrying out drive against opium cultivators. As per the latest report published in local dailies few days ago police had to open fire in the air to disperse a mob of illicit poppy cultivators when team of Narcotics Control Bureau, Guwahati zonal unit and Anjaw district administration faced stiff resistance from them while carrying out a drive to destroy illicit Poppy cultivation at Chaglagam circle under Anjaw district.

Months ago police, a civil society group and magistrate faced same kind of resistance in Upper Siang district while carrying out operation against illegal opium grower. Such situation is arising due to desperation on the part of those who make living by opium cultivation. For many of these villagers it is the only source of living and naturally they get hostile when administration tries to destroy it. The government also needs to understand that just destroying of opium plants will not solve the issue. Unless and until they provide alternate source of income to those who are dependent on opium cultivation things will never improve. Carrying out of such kind of anti-opium cultivation drive is good but it will be considered half measure effort in the fight against opium menace till the government finds out a long term solution.

A degree by hook or crock

Dear Editor,

The act of punching lecturer is totally barbaric and needs to be condemned by all sections of society. But only condemning by casual press release is not enough as concrete solution is the need of the hour. Last year lady lecturer was also punched while she was doing her duty. The culprit was arrested and later, released on bail. This time too culprit will be granted bail after 3-4 days and the act of punching/hitting teacher will repeat again and again if no concrete action and solution is found this time.

These regular incidents compels us to think why these people are so desperate to get degree certificate by cheating even if they know very well that they couldn't compete others in competitive examination? The answer is simple- a regular government job is waiting for them. They will be appointed illegally or through walk in interview with the help of their ministers. So they are joining college just to get degree certificate not to study.

This practice has been gifted by our elders. There are many people who once counted as the notorious persons in the capital got degree certificate using unfair means and now serving as officers in the various departments. They got jobs without facing interview that too as officers. Some of them struggle to write an ordinary leave application but they were appointed under the pressure from the ministers. So these youngsters also want to follow the shortcut route to success that leads to undesirable and condemnable behaviour in the examination hall.

Therefore, this is my humble request to take away appointment powers of Director, Deputy Commissioner and constitute the Arunachal Pradesh Staff Selection Commission (APSSC) to recruit the group C and D posts of all the departments. Also let the group A and B posts be recruited by APPSC only

AFSPA and APUAPA are different

Dear Editor,

The demand of AAPSU for revocation of Arunachal Pradesh Unlawful Activities Prevention Act on the ground that the act is similar to Armed Forces Special Power Act (AFSPA) is cent per cent wrong and it clearly shows how immature and ill-informed Kamta Lapung and Biru Nasi are. While AFSPA was enacted to deal with the problems of extremism and the secessionist who threaten the sovereignty and territorial integrity of the Nation, the APUAPA is an off-shoot of Supreme Court’s Ruling to curb the menace of frequent Bandh calls that disrupt the normal functioning of the Govt. as well as the Society at large.

The Apex Court, after accessing all the pros and cons of Bandh call culture, finally came to the conclusion that such acts are illegal and cause immense loss to the national wealth and harmony.

In the context of Arunachal Pradesh, all executive orders of Deputy Commissioners and attempts of the Chief Minister and the Home Minister to refrain from the culture of Bandh calls and pursue the path of dialogue, negotiation and consensus have failed. The Student’s bodies and other numerous Organizations have repeatedly used the instrument of Bandh calls to fulfil their overt and covert demands. Instead of resorting to other Constitutional and Democratic means such as Protest, Dharnas, Hunger strikes, the Bandh callers have always resorted to the quickest and the most effective method of paralyzing the activities Govt. and Society.

The print media knowing well that they should not be party to the Bandh callers but due to fear of physical assault and stone pelting to their properties, too succumb to the pressure of the Bandh callers and publish their notice of bandh calls well in advance and in the front page of their dailies. It is under this background that the State Legislative Assembly which is the highest and the purest forum to enact legislations and policies for the welfare of its people, have brought about this legislation called APUAPA. This piece of legislation was thoroughly debated in the assembly and thereafter passed, keeping in view the sanctity of the Apex Court’s ruling on the matter. It is an irony that the Apex Student body is terming the people welfare centric act as draconian and that too after going in slumber for months together after the enactment of the Act. Unlike AFSPA, the APUAPA has no provision of shooting at sight or other harsh provisions. The powers conferred to the Civilian Police and the Magistrates in this Act is highly limited and is more of preventive nature, with the ultimate aim of rendering social justice, peace and harmony.

I therefore, humbly appeal Chief Minister and Minister Home not to succumb to the pressure of the Student leader’s demand. The Govt. should rather implement the law in its letter and spirit and give solace and peace to the different sections of the society including the Business community, Daily wages earners the school going Students themselves who often are the worse affected by such Bandh calls. Showing any leniency or entering into any agreements of quid pro quo with the leaders will not only expose the weakness of the Govt. but will also embolden numerous other pressure groups to exert similar pressure on the Govt. to get their demands (just or unjust) fulfilled.

A suggestion

Dear Editor,

Recently, there was a news regarding physical assault on a teacher in JNC which was published by your daily. There was also news regarding assault on a teacher in DNGC.

But there was difference in treatment of the news as the assault in Itanagar got more prominence while Pasighat one did not. The name of the accused was clearly mentioned with regard to DNC case but I didn't find detailed news about JNC physical assault case. There was no mention of the victim as well as the assaulter.  

I want to suggest your daily to please collect detailed information and give full details as incomplete information frustrate readers.
